Altaf Hussain’s demand of international intervention as well as invitation to India now and 48 hours ultimatum issued earlier is clear indication that heavily armed MQM-Altaf is looking for an armed conflict with the state institutions. Approximately 6000 people have been killed in Karachi since this democratic government took over in the name ‘reconciliation with the killers and cons’ in February 2008.

MQM-Altaf terrorist and high value asset   Ajmal Pharee confessed to the JIT that: “he has received terrorist training in New Delhifrom five Indian Army officers. During this training he was informed about Altaf Hussain’s desire to separate Karachi from Pakistan.” Altaf Hussain has been calling ‘ Pakistan a blunder, asking India to give political asylum to him and his workers and recent wall chalking ‘separate Mohajir Province ’ is part of his designs. He is more than welcome to back to India and may as well do some work and claim his father’s a job at Agra Railway Station  on the basis of kinship.

Altaf Hussain is following the Indian policy of ‘keep Karachi bleeding’ in response to the indigenous struggle in Indian occupiedKashmir . Altaf Hussain’s MQM and his mafia have caused more economic and human losses to Pakistan by strikes and terrorist activities than three wars with India and war on terror. If MQM only allowed peace to prevail in Karachi Pakistan would have been far richer in economically and militarily.

The impression that Altaf Hussain a British Citizen long distance leader of MQM is one of many illegitimate children created by Pakistani intelligence agencies can not be disputed under any circumstances? Can we say that those agencies which created him have no control over him anymore?

If any one in GHQ and Pakistani establishment thinks he is a friend of Pakistan than they should update their notes. There is possibility that he might be blackmailing some people in the establishment with his secret recordings. They both live in London and cowardly enough can’t or won’t go to Pakistan .

According to a report by Naveed Miraj published in The Frontier Post states: Altaf Hussain’s MQM issued a memo to his workers saying, “If there was war between India and Pakistan , MQM workers will be remain neutral”. Why? The memo was issued during the 2002 tension between India and Pakistan . Though Altaf Hussain is not the only ‘dirty egg’ in the Indian basket but his affiliations and actions are more open and crude. Following the arrest and video confession of MQM-A terrorist Ajmal Pharee strengthened the notion that Altaf Hussian is following separatist agenda.

MQM and Altaf Hussain have close links with the Indian secret agency RAW as well as other players.  MQM- Altaf terrorist and Indian agent Ajmal Pharee confessed to the Joint Investigation Team of (ISI, IB, Military Intelligence, CID, Special Branch etc) that, “MQM-Altaf was behind the ‘Asura Bombings of 2009’ in Karachi. He confessed to the team that he and other MQM city workers were ordered to wear black Shia mourning clothes on the day in a meeting called three days before the Ashura bombings. The orders were to burn the shops and businesses in and around Light House as well as kill the people. The shop owners of that area refused to give extortion money to the MQM-Altaf. These burnings caused losses of billions to the poor Pakistanis and shop owners in Karachi ”.

Mustafa Kamal billionaire – poor former mayor of Karachi become abusive when London Post report published on 31st December 2009, was quoted that, ‘MQM was involved in Karachi bombings with black water’, in a live program by famous anchor Talat Hussain. Faces of the looters were visible on CCTVs footages still available on youtube.

This brave son of London “Edgware” sleeps in a multi million pound bunker with 24 hours CCTV cameras security and star trek type control room. He was preaching people of Karachi to sell their valuables and buy weapons and now he has asked them to do house shopping for a month’.  Why is he allowed to do these kinds of provocative speeches and live broadcasts from London ?  He has harmed Pakistan ’s economy and caused losses worth billions of dollars. Those who allowed him to do the harms are equal partners in his crimes whoever they are.

Ajmal Pharee also confessed murdering hundreds of innocent people as well as receiving training in India by Indian security agencies. In a video statement he said, “I joined MQM in 1988 arrested in 1989 for fire arms offences imprisoned for one year. He was arrested and sentenced for five years again in 2000 for murdering Iqbal Raad, lawyer of former Prime Minister Nawaz Sharif. He told the JIT that his handler Nadeem Nusrat is based in MQM – Altaf’s London Secretariat and is inner circle man of Altaf Hussain. Ajmal Pharee told the JIT that, ‘Nadeem Nusrat told him to escape from Pakistan to Singapore in 1996 with Zeshan a MQM worker’.  He stayed in the Mustafa Market Hotel on his instructions in Singapore , where he was given Singapore Airline tickets and Indian visas by Jamil aka Jimi who lives in South Africa . They travelled to Delhi, stayed there for 15 days and later received terrorist training for one month in a near by jungle  by five Indian army officers. He also met other MQM-Altaf workers Noora of Shah Faiasl Colony, Zafar Tension of Buffer Zone, Raju of Nazim-a-Bad, Shakir Chota of Orangi Town . He received terrorist training of AK-47, RPG, MP-5 LMG, hand grenades. He was transported to India-Pakistan border inserted in from Chawanda area of Shakr Gurh ( Sialkot ) in Pakistan . They later went to Lahore and than Karachi ”, said Ajmal Pharee in his confessions.

On December 28, 2009, three thousand shops were burnt; one thousand were burnt after looting which caused loss of Rs. 60 billion to Pakistani economy. The question is why is he allowed to do this?

MQM is systematically using violence to pressurize PPPP, which had tried to prop up MQM’s rival Mohajir Qaumi Movement as counter weight in the political scenario but in vain. The weak and compromised PPPP government headed by Asif Zardari is probably now considering ending commissionary system in MQM dominated Karachi and Hyderabad .

Security agencies have informed the government that MQM had instructed it sector level organization to target ethnic Pashtuns in the city and Pashtun businesses are specially being hit, said the sources. According to a communication sent to the federal government inIslamabad on 24th July 2011, MQM- Altaf was stirring ethnic violence in Karachi and had planned to continue bloodbath until its demands are met.

Both political and military leadership have to make a decision either to protect their personal interests’ i.e. foreign bank accounts, properties abroad, green cards or Pakistan ’s national interests before it is too late for both of them.

Altaf Hussain exaggerates things beyond imagination. For example, he claimed his supporters in Karachi increased by 10 million in just two years because he claimed to have 20 million supporters in an interview with Edgware Times in November 1998. But in 2001 MQM claimed to have 30 million supporters when MQM send a fax to Reuters on 22 September 2001. “(MQM leader) Altaf Hussain has offered the unconditional support of over 30 million MQM supporters to the U.S. president and the international community,” its London-based international secretariat said in a statement faxed to Reuters on September 22, 2001”.

Impression is growing fast in Pakistan that British Government has been quite lenient to the activities of Altaf Husasain and harbouring a terrorist who is responsible for the death and destruction of thousands and caused losses to the Pakistani economy. He is a British citizen and living in London tax free and should not be allowed to play with the British values, democracy and freedom.

Probably for that very reason Alistair Burt British Foreign Office Minister telephoned Governor of Sindh province of Pakistan on 3rdAugust 2011.  Foreign Office Minister for South Asia, said:  “This morning I spoke to the Governor of Sindh Dr. Khan to expressed my concern at the continuing violence and loss of life that Karachi has faced in recent weeks.  I encouraged the Governor in his ongoing strong personal engagement to restore law and order.  I warned that inflammatory statements from any political party risked making the situation worse and that all political leaders and their parties have a duty to refrain from inciting violence and to reduce tensions and restore calm.  I reiterated the view of Her Majesty’s Government that the stability of Karachi is in the interests of all in Pakistan and the wider international community.  I said that peace and prosperity in Karachi was necessary to encourage further foreign direct investment which would be vital to Pakistan ’s future economic growth and stability.

“Our Deputy High Commissioner in Karachi , Francis Campbell, has met with representative of all main political parties in Karachi to encourage them to work towards stability in Karachi and the wider region.  I have asked my officials to reiterate these points directly with the leadership of the Muttahida Quami Movement (MQM) and to discuss our concerns.”

Straggly enough until November 1998 Government of Pakistan was reportedly seeking extradition of Altaf Hussain who was said to be wanted in 50 murders and 150 cases of kidnapping and arson. The question is how come Altaf Hussain got the British Citizenship when HM Government refused UK Citizenship to billionaire Mohammad Al-Fayed on the grounds that he does not have ‘good moral character’ required to be British?

It is time to say enough is enough to this psychopath sitting in London who is suffering from Histrionic Personality Disorder according to a British mental health specialist. Following definition match his personality.

As far as dealing with the MQM terrorism is concerned an intelligence lead police operation is enough and there is no need to drag armed force into it. Surely Altaf Hussain wants to drag the army so he could go to UN and ask for peace keeping force in Karachi . He is exporting terrorism to Pakistan by making long provocative speeches from London it is the responsibility of British Government to issue gagging orders against him to save lives.

If Altaf Hussain is brave enough and wishes to do Pakistani politics he may as well go to Pakistan and do whatever he likes. British soil should be allowed to be use for harboring terrorists and exporting of terrorism to Pakistan ?

1. (S) Summary: The police in Karachi are only one of several armed groups in the city, and they are probably not the most numerous or best equipped. Many neighborhoods are considered by the police to be no-go zones in which even the intelligence services have a difficult time operating. Very few of the groups are traditional criminal gangs. Most are associated with a political party, a social movement, or terrorist activity, and their presence in the volatile ethnic mix of the world,s fourth largest city creates enormous political and governance challenges.

2. (S) The MQM is an ethnic political party of the Urdu speaking community (known as “Mohajirs,” which is Arabic for immigrants) that migrated from India at the time of partition; Mohajirs make up around fifty percent of the total population in Karachi. MQM is middle-class, avowedly secular, and anti-extremist (the only party to publicly protest the recent Swat Nizam-e-Adl regulations). It has a long history of clashes with the Pakistan People,s Party (PPP), which controls the Sindh province in which Karachi is located, and with the Awami National Party (ANP), which represents MQM,s rival ethnic Pashtuns.

3. (S) MQM’s armed members, known as “Good Friends,” are the largest non-governmental armed element in the city. The police estimate MQM has ten thousand active armed members and as many as twenty-five thousand armed fighters in reserve.
This is compared to the city’s thirty-three thousand police officers. The party operates through its 100 Sector Commanders, who take their orders directly from the party leader, Altaf Hussain, who lives in exile in the United Kingdom. The Sector Commanders plan and monitor the activities of the armed elements. MQM’s detractors claim these armed men are involved in extortion, assassination of political rivals, shootings at campaign rallies, and the murder of people from other ethnic communities.

4. (S) Low to middle-ranked police officials acknowledge the extortion and the likely veracity of the other charges. A senior police officer said, in the past eight years alone, MQM was issued over a million arms licenses, mostly for handguns. Post has observed MQM security personnel carrying numerous shoulder-fired weapons, ranging from new European AKMs to crude AK copies, probably produced in local shops.
MQM controls the following neighborhoods in Karachi: Gulberg, Gulshan-e-Iqbal, Korangi, Landhi, Liaquatabad, Malir, Nazimabad, New Karachi, North Nazimabad, Orangi Town, Saddar and Shah Faisal.
MQM-H (Muhajir Quami Movement-Haqiqi)

5. (S) MQM-H is a small ethnic political party that broke away from the MQM in the mid-1980s. MQM-H has its strongholds in the Landhi, Korangi and Lines Area neighborhoods of the city. The MQM regarded these areas as no-go zones when it was in power during the Musharraf presidency. As a condition for joining the Sindh government in 2003, it asked that MQM-H be eliminated. The local police and Rangers were used to crack down on MQM-H, and its leaders were put behind bars. The rank and file of MQM-H found refuge in a local religious/political party, Sunni Tehrik (see para 9). The local police believe MQM-H still maintains its armed groups in the areas of Landhi and Korangi, and that the party will re-organize itself once its leadership is released from jail.

6. (S) The ANP represents the ethnic Pashtuns in Karachi.
The local Pashtuns do possess personal weapons, following the tribal traditions of the North West Frontier Province (NWFP), and there are indications they have begun to organize formal armed groups. With the onset of combat operations in the

Federally Administered Tribal Areas in August 2008, a growing number of Pashtuns fled south to swell the Pashtun ranks of what already is the largest Pashtun city in the world. This has increased tensions between ANP and MQM.

7. (S) If rhetoric of the police and the ANP leadership is to be believed, these armed elements may be preparing to challenge MQM control of Karachi. In March, the Karachi Police Special Branch submitted a report to the Inspector General of Police in which it mentioned the presence of “hard-line” Pashtuns in the Sohrab Goth neighborhood. Sohrab Goth is located in the Northeast of the city.

8. (S) The report said this neighborhood was becoming a no-go area for the police. The report went on to claim the Pashtuns are involved in drug trafficking and gun running and if police wanted to move in the area they had to do so in civilian clothing. A senior member of the Intelligence Bureau in Karachi recently opined that the ANP would not move against MQM until the next elections, but the police report ANP gunmen are already fighting MQM gunmen over protection-racket turf.
ST (Sunni Tehrik – Sunni Movement)

9. (S) ST is a small religious/political group with a presence in small pockets of Karachi. The group has only managed to win a handful of council seats in local elections but militarily it is disproportionally powerful because of the influx of MQM-H gunmen after the government crack-down on MQM-H (see above). ST has organized the party and its gunmen along the lines of MQM by dividing its areas of influence into sectors and units, with sector and unit commanders. ST and MQM have allegedly been killing each other’s leadership since the April 2006 Nishtar Park bombing that killed most of ST’s leadership. ST blames MQM for the attack. There appears to have been a reduction in these targeted killings since 2008.
PPP (Pakistan People’s Party)

10. (S) PPP is a political party led by, and centered on the Bhutto family. The party enjoys significant support in Karachi, especially among the Sindhi and Baloch populations.
Traditionally, the party has not run an armed wing, but the workers of the PPP do possess weapons, both licensed and unlicensed. With PPP in control of the provincial government and having an influential member in place as the Home Minister, a large number of weapons permits are currently being issued to PPP workers. A police official recently told Post that he believes, given the volume of weapons permits being issued to PPP members, the party will soon be as well-armed as MQM.
Gangs in Lyari: Arshad Pappoo (AP) and Rahman Dakait (RD)

11. (S) AP and RD are two traditional criminal gangs that have been fighting each other since the turn of the century in the Lyari district of Karachi. Both gangs gave their political support to PPP in the parliamentary elections. The gangs got their start with drug trafficking in Lyari and later included the more serious crimes of kidnapping and robbery in other parts of Karachi. (Comment: Kidnapping is such a problem in the city that the Home Secretary once asked Post for small tracking devices that could be planted under the skin of upper-class citizens and a satellite to track the devices if they were kidnapped. End comment.)
12. (S) Each group has only about 200 hard-core armed fighters but, according to police, various people in Lyari have around 6,000 handguns, which are duly authorized through valid weapons permits. In addition, the gangs are in possession of a large number of unlicensed AK-47 rifles, Rocket Propelled Grenade launchers and hand grenades. The weapons are carried openly and used against each other as well as any police or Rangers who enter the area during security operations. During police incursions, the gang members maintain the tactical advantage by using the narrow

streets and interconnected houses. There are some parts of Lyari that are inaccessible to law enforcement agencies.
Pashtun Terrorists

13. (S) A Senior IB officer recently opined to Post that “All Pashtuns in Karachi are not Taliban, but all Taliban are Pashtuns.” The size, scope and nature of “Talibanization” and true Taliban terrorist activity in Karachi is difficult to pin down, but Post has increasingly received anecdotes about women, even in more upscale neighborhoods, being accosted by bearded strangers and told to wear headscarves in public.
14. (S) There has not been a terrorist attack against U.S. interests in Karachi since 2006. There are several theories about Taliban activity in Karachi and why they have not staged an attack in so long. One school of thought has it that MQM is too powerful and will not allow the Pashtuns to operate in Karachi, and this, combined with the ease of operating elsewhere in Pakistan, makes Karachi an undesirable venue. Another line of thinking claims Karachi is too valuable as a hiding place and place to raise money.
15. (S) In April, the police in Karachi arrested Badshah Din Mahsud, from their Most Wanted Terrorist list, known as the Red Book. It is alleged he was robbing banks in Karachi at the behest of Baitullah Mehsud, from the NWFP, and the money was being used to finance terrorist activity. There is a large body of threat reporting which would seem to indicate the equipment and personnel for carrying out attacks are currently in place in Karachi. In April, Karachi CID told Post they had arrested five men from NWFP who were building VBIEDs and planed to use them in attacks against Pakistani government buildings; including the CID office located behind the US Consulate. CID also claimed they had reliable information that suicide vests had been brought to Karachi.
16. (S) Comment: The importance of maintaining stability in Karachi cannot be over-emphasized. Traditionally, Karachi was at the center of lawlessness, criminal activity, and politically-inspired violence in Pakistan. But with the security situation in the rest of the country deteriorating, the megalopolis has become something of an island of stability. Nevertheless, it still has a number of well-armed political and religious factions and the potential to explode into violent ethnic and religious conflict given the wrong circumstances.
17. (S) The PPP,s decision to include MQM in coalition governments in Sindh Province and in the federal government has helped preclude a return to the PPP-MQM violence of the 1990,s. But the potential for MQM-ANP conflict is growing as Pashtuns challenge Mohajir political dominance and vie for control of key economic interests, such as the lucrative trucking industry. Any sign that political violence is returning to Karachi, especially if it is related to the growing strength of conservative Pashtun “Taliban,” will send extremely negative shockwaves through the society and likely accelerate the flight from Pakistan of the business and intellectual elite of the society. Muttahida Qaumi Movement

Muttahida Qaumi Movement (Urdu: متحدہ  ققومی موومنٹ ) generally known as MQM, is a political party in Pakistan founded and currently led by Altaf Hussain. It originated as an ethnic student organization in 1978 from University of Karachi [1]. The students movement later turned into an influential political party of Sindh. Later on July 26, 1997, MQM officially changed its name from Muhajir Qaumi Movement to Muttahida Quami Movement.

 MQM is infamous for its frequent involvement in terrorist activities although its leaders routinely deny such accusations. International organizations such as the UNHCR and the United States Department of State frequently cite examples of MQM’s involvement in terrorism, especially within Karachi, Pakistan’s commercial center.

Making of MQM

In order to fill the political vacuum and bridge the gap between Urdu speaking faction and concerned authorities of government, APMSO restructured as Muhajir Qaumi Movement on March 18, 1984 [3]. NOW, the name is of APMSO (All Pakistan Muhajir Students Organization).

 1992 military operation

In order to crush this insurgency in Urban areas of Sindh, an operation was launched by Pakistan Army in June 19, 1992. Altaf Hussain, the founder of MQM, had already fled to London 6 months prior to the operation in order to avoid prosecution, where he is currently taking a refuge in England. Chaos,mugging,murder,rape and terror reigned on the streets of Karachi months prior to the military operation. But, kidnapping of an serving army officer(Major)and brutal killing was arguably the straw that broke camel’s back. Letters MQM were reportedly carved on the body of “shaheed”or”martyered”army officer according to independent Pakistani newspapers. Government finally responded with force arresting alleged terrorists and there were allegations of extra judicial killing known as “Encounter” and “Police Muqaabla”. MQM soon realised they have overestimated the patience of federal government and sued for peace,the 1992 operation according to independent analysis crippled mqm’s ability to use terror tacticts and it has never been able to regain pre 1992 power. Warrants were issued for Altaf Hussain and he is still on the “wanted”list of pakistani authorities.

1992 military opertion led to splitting of MQM into two factions. The majority factionwas led by Altaf Hussain, whereas the smaller faction, MQM (H), retained the original name, Mohajir Qaumi Movement. This split resulted in the bloodiest times of Karachi’s history, when rival factions started targeting each other.On November 1994, army was withdrawn from law enforcement duties in Sindh, to be replaced with paramilitary Rangers and specially trained police. To remove extremist elements from the party, Government of Pakistan adopted a policy of extra-judicial killing, instead of prosecution. Between 1995 and 1996, hundreds of proclaimed offenders with active association with MQM were extra-judicially killed by Rangers and police, sometimes in cold blood. The crackdown on MQM successfully eliminated terrorist elements, and restored order inKarachi, but the atmosphere in which it was carried out raised several human rights concerns. Primary reason cited by the then President, Farooq Leghari, on the dismissal of Benazir Bhutto’s government in 1996, was also human right abuses committed during crackdown on the MQM.

Recent trend

MQM initially targeted just the Urdu speaking people, who migrated to Pakistan after the independence in 1947. Since 1997, it has started to aim downtrodden masses at the national level, with a manifesto to improve low social and economic status of the Sindh. Although it has turned into a national political party, working in all major cities of Pakistan, its representation in non-Urdu speaking areas remains negligible. MQM boycotted 2001 municipal elections but participated in 2002 national election and secured most of the urban areas seats in Sindh province.
